This is for Android. Don't know about iOS or Windows
I used game guardian. The Nitrous addresses are 1 Byte (to help you search faster) Search for the number of nitrous you currently have. Race and use a nitrous. Search again for the new amount of nitrous you have. Do this until you single it down to 2 addresses with the number of your nitrous. You have to change them both.
Because its only 1 Byte, the Highest you can give yourself is 255 Nitrous. It won't change right away. Once you race, your amount in game will change to what you set it to.
Want to point out that I hacked my game cash amount. The very next race the game crashed and my game was completely reset back to nothing. Nitrous is safe to change, but still working on game cash...
